Teena Horlacher
Board Chair
Teena Porter Horlacher was born and raised in Cache Valley. She is the mother of 10 amazing children. Teena received her bachelors degrees at Utah State University in both Journalism and Political Science. She received a Master’s Degree from George Wythe University (GWU) in Political Economy. Teena has taught at all levels of education, including distance education for GWU. She is passionate about teaching individuals the proper role of government in our lives, statesmanship, and history. Teena has used her education to serve in the community.
She has been politically active for 30 years, serving in the caucus and convention system at all levels including chair of the Davis County Republican Party Chair. She has planned numerous political events and raised large sums of money for the Davis County Republican Party. In October 2021, Teena planned the WeCanACT Liberty Conference with 3 other wonderful women. Over 40 speakers were brought in from across the Nation to help attendees awaken to our awful situation. Teena has served in many causes for justice as media publicist and public relations consultant. Teena is currently on her 3rd term as a member of the Utah Republican State Central Committee. She serves on 3 boards.
Her great desire is to help Utah and America return to election integrity and thus a return to Constitutional governance. She is a Constitutional Conservative. In addition, Teena has been an advocate for Parental Rights in Education. She has educated her ten children at home and continues to do so at the present time.
Don Guymon
Vice Chair
Don Guymon has been a Utah Liberty Movement leader for over 30 years.
He began by writing the column “Guymon Says” for The Utah Statesman while attending Utah State University.
After college, he returned to the state and assisted with founding the Utah Republican Assembly, where he was elected to oversee the First Congressional District. In that role, he helped organize a convention that featured three sitting congressional members.
Don served on the state executive committee (6 years), Constitution and Bylaws Committee (4 years), Audit Committee (2 years), and Constitional Defense Committee. In 1999, Don ran for the Utah Republican State Central Committee and served on that committee for 22 years. In Davis County, Don has served as a legislative chair (4 years), senate vice chair (2 years), Constitution and Bylaws Committee Chair (3 years), Elections Chair, and Education Chair.
Don was asked to write The GrassRoots Report in 2001 and has written the report, which grades the Utah Legislature and Governor on issues related to the proper role of government. He has written the report every year since and has been chairman of GrassRoots since 2006.
In addition to his political involvement Don has coached youth sports, been a leader in the Boy Scouts, and served on the community council for his local Jr. High.
Don is married to the former Pamela Taylor. They are the parents of 5 children.
Brian Oswald
Treasurer
Brian Oswald is a life-long resident of Layton, Utah. He is a graduate of Layton High School and has a Bachelor of Science degree in Mechanical Engineering from Brigham Young University-Idaho. He has worked professionally for 11 years as a consulting engineer designing complex HVAC systems for commercial building projects. When he is not busy working on a deadline, Brian can be found working on personal projects around the home or spending time with his wife and five children. His current long-time project is to complete his personal lightsaber.
Brian considers himself to be a Constitutional Conservative. When it comes to political involvement, his drive stems from his feeling of civic responsibility and desire to fight for the freedoms guaranteed in the U.S. Constitution. He wants to make sure our freedoms are protected and preserved for his children and all future generations of Americans. His public service includes terms as a precinct chair, county delegate, state delegate, and a candidacy for the Utah Republican State Central Committee.
Aaron Flint
Aaron Flint is a long-life resident of Davis County. He grew up in West Layton working on farms and learnings the values of hard work. Aaron and his wife have raised their 5 children in Syracuse, teaching them Christian values and the founding principles of freedom and liberty. Aaron has served as state and county delegate and precinct chair.
Aaron is a strong supporter of the US Constitution and America’s values. He believes that America is worth fighting for and feels that the fight to save our country starts with being engaged in our local government. He is committed to helping citizens of Davis County fight for their God given freedom and liberties so our country will remain strong.
Becky Hope
Beck was born and raised in Rexburg, Idaho. She and her husband moved to Kaysville 13 years ago and have four beautiful children. Becky is a stay-at-home mom who loves taking care of and being available for all the things her kids are involved in.
A strong Conservative she believes in conserving what has worked in our Country’s past and making better what hasn’t. She loves this Country and knows the importance of strong families. All four of her children are in public education, so she is fighting to get and keep the garbage out! She has helped start a grassroots group that is focused on Public Education and currently follows education legislation. She helped candidates run for the local school board and is on the elementary school’s Community Council. A dedicated patriot Becky is anxiously engaged in preserving our freedoms and our Constitution!
Susan Lee
My passion and love for our country is what drives me to be active in our local politics. As a wife and mother of 4 boys who are all married, I want for them and their families, what I had when growing up in this country. I’ve served on our city council for 4 years and spear-headed several local actions which have positively improved our community. I also served as campaign manager for my sons’ successful run for the State Legislature and continue to be involved on the state level as well. I have a positive outlook that anything is possible, we just have to try.
Tyson Plastow
The son of an Air Force veteran and Idaho farm girl, Tyson grew up with a deep-rooted love of country.
Tyson is a special projects auditor in the Office of the Utah State Auditor. He is an expert on internal auditing, risk management assurance, procurement auditing, internal controls and prevention of fraud, waste, and abuse. His professional work has helped to save governments in Utah millions of dollars.
Tyson, his wife, three kids, and two pets live in Layton. He is passionate about serving God, Country, community, and family.
Karl Rogers
Karl G. Rogers lives in Davis County and is married to Holly Rogers, he is the father of 4 children and has 6 grandchildren. Karl has lived in Davis County for most of his life. Mr. Rogers is a passionate patriot who loves this great country and the freedoms it provides. He is a constitutional conservative who believes the United States Constitution was ordained of God. Karl has had the opportunity to live in Europe and work for the United States Air Force. Based on experience, study, and travel Karl believes our Republic, governed by the United States Constitution has provided the most freedom and the highest standard of living ever obtained by any people in the history of the world. He Believes that this freedom and prosperity are currently under threat by people who do not love and revere this great nation. Karl is working to preserve our freedom and our way of life and to make sure his children and grandchildren continue to have the opportunity to obtain the American dream. Karl is working with Davis County Conservatives to support political candidates and policies that will maintain and restore basic constitutional freedoms.
Karl currently owns his own business. He previously worked for the United States Air Force for 30 years. Mr. Rogers is a Scientist and Engineer who graduated with honors from the university of Utah with a Bachelor of Science in Physics and a Master of Engineering in Electrical Engineering.
Karl loves spending time with family and friends. He also loves hiking, backpacking and all things outdoors.
Jennifer Savage
Jennifer Savage is a dedicated mother, wife, and educator. Born in Germany, she immigrated to the United States at the age of 12 and one of the best days of her life was when she took the oath to become an American citizen. Being an American citizen is a sacred privilege and gift she does not take for granted. After completing her Bachelors of Arts in Education from Weber State University, she taught at Clearfield Elementary for two years before becoming a stay-at-home mom. Jennifer has been happily married to Steve Savage for 26 years and together they have 4 amazing children, three girls and one boy.
Jennifer is a fitness enthusiast and enjoys working out in her free time. She also loves spending quality time with her family at their cabin in Island Park, Idaho, where they enjoy the outdoors together. She is an animal lover, especially dogs. She believes in teaching her children the value of hard work. They get to take care of horses, chickens, cats and dogs.
Jennifer is a constitutional conservative, who believes in strict adherence to the Constitution and limited government. Her family has achieved success through hard work, and she believes in the American dream. She believes in the quote by Joseph Smith, “Teach them correct principles and they will govern themselves.” She is deeply concerned with the overreach of government in the last few years. She is concerned with the direction of our education system and ran for the Davis School District school board in 2022. She is a fierce advocate for protecting children. With her passion for education and her belief in hard work, she is committed to making a positive impact in her community.

Jennifer Garner
Jen is a long-time resident of Davis County. She has a Bachelors in Business Management, a Masters in Management and Leadership, and believes in lifelong learning. She has owned her own business but currently works in educating the next generation.
Jen served a mission in the Philippines for the Church of Jesus Christ of Latter-Day Saints where she learned the importance of freedom, clean water, keeping corruption out of government, and seeing the good in everyone.
Jen has served as precinct vice chair, county and state delegate, legislative district vice chair, and ran for office in 2022. While not quite making it through convention, she loved meeting with other conservative citizens and is still dedicated to the principles on which she ran- defending Davis.
Jen has three boys. They love road trips, camping, fishing, kayaking, and the Constitution.
